Prepaid cards for cellular phones provide access to services for a specific time period in exchange for an amount paid in advance. Merchants are not required to refund the card balance (the amount remaining), whatever it may be.
Calling cards: long distance calling cards
For long distance calling cards, merchants are required to refund a card balance of $5 or less, upon your request.
